The author has been a principal mechanical engineer affiliated with large aerospace firms over the past 25 years.  He has been involved with several programs for both the National Oceanic and Atmospheric Administration (NOAA) and National Aeronautics and Space Administration (NASA) in the analysis, design, test, assembly, and integration of space based weather satellites.  He has published over a dozen papers on the design of optical systems, and is an internationally recognized authority on the design of large and lightweight mirrors for ground and space based telescopes.

The author published the original Summer Simmer Index in 1987. Inquiries from across the world at that time led to his further literature search and research in developing the new Summer Simmer Index, presented to an international audience at the AMS Annual meeting at the beginning of this new millennium.
